US DO applying IM. Top 40% of my class with Honors in IM, Surgery, and Psych; but failed Step 1 and Level 1 once before passing Level 1 on my second attempt.

Step 2: 235-239 range, Level 2: 443-450 range. (ranges so i dont dox myself)

Research includes 7 published works, 3 submitted manuscripts, 2 national posters, and 2 oral presentations, mostly in my intended subspecialty. I also have strong clinical feedback, leadership, and strong IM letters. Applying broadly, what program tier should I realistically target? Are most programs going to automatically filter me out because of the board failures, or can signals, audition rotations, personal connections, or reaching out to programs help get my application reviewed?
